The Sannō-kai is a yakuza organisation based in Kobe. Tanooka (played by Hitoshi Ozawa) managed to quell internal power struggles and rise to the position of second-in-command, but by cutting ties with a long-standing brother-in-arms who resented this decision, he left a lingering grudge within the organisation.
